بعد الاطلاع على القـانون عدد 66 لسنة 1970 المؤرخ في 31 ديسمبر 1970 المتعلق بقانون المالية لسنة 1971 وخاصة الفصل 48 منه
وعلى القـانون عدد 113 لسنة 1989 المؤرخ في 30 ديسمبر 1989 المتعلق بإصدار تعريفة جديدة للمعاليم الديوانية عند التوريد كما تم تنقيحه وإتمامه بالنصوص اللاحقة وخاصة القـانون عدد 77 لس
